This tutorial was written by me on 29 Decemeber 2008.  Any similarities to other tutorials is purely coincidental.
 
Supplies Needed:
 
Tube of choice.  I am using the awesome artwork of Ted Hammond.  I bought this tube when CILM was still open.  You can find him at CDO now.
 
Scrapkit.  I am using the awesome freebie New Years Party by Monica of Simply Senstational Scraps.  You can download this fantastic freebie HERE
 
City Tube
 
Font of choice.  I used Copperplate Gothic Bold (pay font)
 
 
Plugins:
 
Xero Filters - Bad Dream and Greyscaler
 
Xenofex 2 - Constellation
 
Animation Shop (opt)
 
 
Supplies HERE

Ok!  Let's get started!  Open up a new transparent image 700 x 700.  Floodfill with white. 
 
Open up tag template 2 from the kit.  Copy and paste onto your canvas. 
 
Open up one of the star borders from the kit. ( I used the gold one)  Resize by 35%, smartsize.  Copy and paste onto your canvas.  Go to adjust > sharpen.  Give it a drop shadow of H 1, V 0, Opacity 60, Blur 2.00.  Duplicate the star border.  Go to image > mirror.  Duplicate each star border 4x, for a total of 10.  Position them as so:

Hide your white background and your tag template layer and merge all the star border layers together.  Unhide your other layers and drag your star border layer below your tag template layer.
 
Open up a ribbon from the kit.  (I used ribbon 9)  Resize by 25%, smartsize.  Copy and paste onto your canvas.  Apply Mura Meister Copies with the following settings:

Now grab your freehand selection tool, type - point to point, feather set at 0.00.  Select around any ribbons that are "cut off".  Hit delete and deselect.  Resize the layer by 65%, smartsize.  Give it a drop shadow of H 2, V 0, Opacity 60, Blur 2.00.  Duplicate the layer.  Go to image > mirror.  Duplicate the mirrored layer.  Go to image > flip.  Now duplicate the flipped layer and go to image > mirror.  Position them as so:

Hide your white background, your stars layer, and your tag template layers.  Merge your ribbon layers together.  Drag your merged ribbon layer beneath your star layer.  Unhide your other layers and highlight your top layer.
 
Open up a round frame from the kit (I used frame 6).  Resize by 90%, smartsize.  Copy and paste as a new layer onto your canvas.  Grab your magic wand tool, tolerance set at 30.00, feather set at 0.00.  Click inside the empty space of the frame.  Go to selections > modify > expand by 6.00.
 
Open up a paper from the kit.  (I used paper 22)  Copy and paste as a new layer onto your canvas.  Go to selections > invert.  Hit delete on your keyboard.  Do NOT deselect!!
 
Open up the city tube.  Copy and paste as a new layer onto your canvas.  Position the bridge in the middle of the selection.  Hit delete and deselect (CTRL +D)  Apply Xero Greyscaler with the following settings:

Now, apply Xero Bad Dream to the city with the following settings:

Change the blend mode of the city tube to Screen. 
 
Highlight your frame layer.  Drag it to the top of your layer palette.
 
Open up 3 fireworks from the kit.  Resize one by 38%, smartsize.  Mirror this firework.  Copy and paste onto your canvas.  Position it in the middle, behind the bridge (see my tag for reference)  Resize the other 2 fireworks by 35%, smartsize.  Copy and paste them onto your canvas.  Position them on either side of the middle firework.  Hide your frame, city, paper and white background layers.  Merge your 3 fireworks together.  Go to adjust > sharpen > sharpen more.  Drag the fireworks layer beneath your city tube layer.  Highlight your frame layer.  Grab your magic wand tool, same settings as before.  Click inside the empty space of the frame.  Go to selections > modify > expand by 6.00.  Highlight your fireworks layer.  Selections > invert.  Hit delete and deselect.  Highlight your frame layer.  Give it a drop shadow of H and V 0, Oapcity 65, Blur 6.00.
 
Open up an ornament of choice from the kit. (I used ornament 4).  Resize it by 45%, smartsize.  Go to adjust > sharpness > unsharp mask.  Apply with radius 5, strength 15, clipping 1.  Copy and paste as a new layer onto your canvas.  Go to image > flip. Position the flipped berries on the right bottom of the frame.  Duplicate the berries.  Go to image > mirror.  Position the mirrored berries opposite of the other berries (see my tag for reference) Now,if you wish to make your ornament berries white, go to adjust > brightness/contrast > brightness/contrast and apply with the following settings:

Give both ornament berry layers a drop shadow of H and V 0, Opacity 60, Blur 5.00.
 
Open up a bow of choice from the kit. (I used bow 4)  Resize by 20%, smartsize.  Copy and paste onto your canvas.  Give the bow a drop shadow of H and V 0, Opacity 50, Blur 5.00.  Duplicate the bow.  Go to image > mirror.  Position the bows on the stems of the berries.
 
Open up a balloon of choice ( I used balloon 10)  Resize by 45%, smartsize.  Copy and paste onto your canvas.  Give the balloon a drop shadow of H and V 0, Opacity 25, Blur 3.00.  Duplicate the balloon.  Go to image > mirror.  Position the balloons as in my tag above.
 
Duplicate the bows on your berries.  Position one of each on the ribbon of the balloons.
 
Add any other embellishments of your choosing.
 
Open up your tube.  Resize as necessary, bicubic.  Copy and paste onto your canvas.  Give it a drop shadow of H and V -5, Opacity 85, Blur 8.00.  Position your tube to your liking.
 
Crop and resize to your liking.
 
Add your copyright info, watermark and text.  If you are not animating, then save as JPG or PNG.
 
If you are animating, highlight your fireworks layer.  Apply Constellation with the following settings:

Copy merged.  Open up Animation Shop.  Paste as a new animation in AS.
 
Back to Paint Shop Pro.  Go to edit > undo constellation.  Apply Constellation again, but this time hit the random seed button.  Copy merged and paste after your current frame in AS.
 
Repeat the above step 2 more times for a total of 4 frames.
 
Select all frames (CTRL+A)  Change the frame properties to 13.
 
Optimize and save as gif.
