This tutorial was written by me on 30 December 2008. Any similarities to other tutorials is purely coincidental.
Supplies Needed:
2 tubes of choice. I am using the adorable artwork of Suzanne Woolcott. If you wish to use her artwork you must purcahse a license here.

Font of choice. I used MC Twinkle which you can download here.
Plugins:
Xenofex 2 - Constellation (for animation)
Animation Shop (opt)
No other supplies are needed.

Ok! Let's get started! Open up my template. Duplicate by holding down shift + d. Close the original. Delete the credit info layer.
Highlight the gray rectangles layer. Go to selections > select all. Selections > float. Selections > defloat. Open up a paper of choice from the kit. Resize by 79%, smartsize. Copy and paste as a new layer onto your canvas. Go to selections > invert. Hit delete on your keyboard. Deselect (CTRL+D) Give the layer a drop shadow of H and V 0, Opacity 65, Blur 6.00. Delete the gray rectangles layer.
Highlight the middle rectangle layer. Select, float and defloat. Open up a paper of choice from the kit. Resize by 79%, smartsize. Copy and paste as a new layer onto your canvas. Selections > invert. Hit delete and deselect. Give the layer a drop shadow of H and V 0, Opacity 65, Blur 8.00. Delete the black middle rectangle layer.
Highlight the black rectangles layer. Select, float and defloat. Open up a paper of choice from the kit. Resize by 79%, smartsize. Copy and paste as a new layer onto your canvas. Selections > invert. Hit delete and deselect. Give the layer a drop shadow of H and V 2, Opacity 65, Blur 2.00. Delete the black rectangles layer.
Highlight the circle layer. Select, float and defloat. Open up a paper from the kit. Resize, 79%, smartsize. Copy and paste as a new layer onto your canvas. Selections > invert. Hit delete and deselect. Give the layer a drop shadow of H and V 0, Opacity 65, Blur 10.00. Delete the dark gray circle layer.
Highlight the scalloped circle layer. Select, float and defloat. Open up a paper from the kit. Resize by 79%, smartsize. Copy and paste onto your canvas. Selections > invert. Hit delete and deselect. Give the layer a drop shadow of H and V 0, Opacity 65, Blur 8.00. Delete the white scalloped circle.
Highlight the flower peice 1 layer. Select, float and defloat. Open up a paper from the kit. Resize, 79%, smartsize. Copy and paste onto your canvas. Selections > invert. Hit delete and deselect. Give the layer a drop shadow of H and V 0, Opacity 50, Blur 4.00. Delete the gray flower 1 peice.
Highlight the flower peice 3 layer. Select, float and defloat. Copy and paste the same paper you used on peice 1. Selections > invert. Hit delete and deselect. Give the layer a drop shadow of H and V 0, Opacity 50, Blur 4.00. Delete the gray flower 3 peice.
Highlight the flower peice 2 layer. Select, float and defloat. Open up another paper from the kit. Resize by 79%, smartsize. Copy and paste onto your canvas. Selections > invert. Hit delete and deselect. Give the layer a drop shadow of H and V 0, Opacity 60, Blur 4.00. Delete the gray flower 2 peice.
Highlight the flower 4 peice. Select, float and defloat. Copy and paste the same paper you used for the flower 2 peice onto your canvas. Selections > invert. Hit delete and deselect. Give the layer a drop shadowof H and V 0, Opacity 60, Blur 4.00. Delete the gray flower 4 peice.
Merge the 4 flower paper peices together. Select, float and defloat.
Open up your main tube of choice. Resize as necessary, bicubic. Copy and paste onto your canvas. Position to your liking within the selection. Go to selections > invert. Hit delete and deselect. Duplicate your tube. Change the blend mode of the bottom tube layer to Luminance. Change the blend mode of the top tube to Overlay. Give each tube layer a drop shadow of H and V 0, Opacity 40, Blur 8.00.
Open up frame 2 from the kit. Resize by 40%, smartsize. Copy and paste as a new layer onto your canvas. Grab your magic wand tool, tolerance set at 30, feather set at 0.00. Go to selections > modify > expand by 3.00.
Open up a paper of choice from the kit. Resize by 79%, smartsize. Copy and paste onto your canvas. Selections > invert. Hit delete. Do NOT deselect!
Open up your 2nd tube of choice. Resize as necessary, bicubic to fit in the frame. Copy and paste onto your canvas. Position to your liking within the frame. Hit delete and deselect. Change the blend mode of the tube to Luminance (Legacy) Give the tube a drop shadow of H and V 0, Opacity 50, Blur 6.00.
Highlight your frame layer. Give it a drop shadow of H and V 0, Opacity 60, Blur 6.00. Merge your frame, paper and tube layers together. Duplicate your merged frame layer. Go to image > mirror. Position both frames as in my tag above.
Open up a pin of choice from the kit. Resize by 45%, smartsize. Go to adjust > sharpen. Copy and paste as a new layer onto your canvas. Give it a drop shadow of H and V 0, Opacity 60, Blur 5.00. Duplicate the pin. Position them as in my tag above.
Open up the ribbon from the kit. Resize by 65%, smartsize. Copy and paste onto your canvas. Give it a drop shadow of H and V 0, Opacity 60, Blur 5.00. Position to your liking.
Open up the bow from the kit. Resize by 25%, smartsize. Copy and paste onto your canvas. Give it a drop shadow of H and V 0, Opacity 60, Blur 5.00. Duplicate the bow. Go to image > mirror. Position them on the ends of the ribbon.
Open up the string from the kit. Resize by 65%, smartsize. Copy and paste onto your canvas. Give it a drop shadow of H and V 0, Opacity 60, Blur 4.00. Duplicate the string. Go to image > flip. Position them as in my tag above.
Open up the crescent moon from the kit. Resize by 35%, smartsize. Go to adjust > sharpen. Copy and paste onto your canvas. Give it a drop shadow of H and V 0, Opacity 60, Blur 4.00. Duplicate the moon. Go to image > mirror. Position them as in my tag above.
Open up shooting star1 from the kit. Resize by 65%, smartsize. Go to adjust > sharpen. Copy and paste onto your canvas. Go to image > free rotate. Rotate left by 90.00, both boxes unchecked. Duplicate the shooting star. Go to image > mirror. Duplicate the mirrored star. Go to image > flip. Duplicate the flipped star. Go to image > mirror. Position the 4 shooting star layers as in my tag above. Merge your 4 shooting star layers together.
Highlight your white background. Open up a star glitter from the kit. Resize by 95%, smartsize. Copy and paste as a new layer onto your canvas. Give it a drop shadow of H and V 1, Opacity 60, Blur 2.00. Duplicate the star. Go to image > mirror.
Add any other embellishments of your choosing.
Crop and resize to your liking.
Add your copyright info, watermark and your text. If you are not animating, then save as JPG or PNG.
If you are animating, highlight your shooting stars layer. Apply Constellation with the following settings:
Give the layer a drop shadow of H and V 1, Opacity 35, Blur 1.00. Copy merged. Paste as a new animation in AS.
Back to Paint Shop Pro. Go to edit > undo drop shadow. Then, edit > undo constellation. Apply constellation again, but this time hit the random seed button. Give the layer a drop shadow of H and V 1, Opacity 35, Blur 1.00. Copy merged and paste after your current frame in AS.
Repeat the above steps 2 more times for a total of 4 frames.
Select all frames (CTRL+A). Change the frame properties to 12.
Optimize and save as gif.
