This tutorial was written by me on 21 March 2009. Any similarities to other tutorials is purely coincidental.
Supplies Needed:
Tube of choice. I am using the awesome artwork of Rion Vernon (Pinuptoons). I got this tube when CILM was dtill open. You can get his art at CDO now.

No outside filters needed

Let's get started! Open up a new transparent image, 800 x 650. Floodfill with white.
Open up a round frame of choice. ( I used frame 12) Resize by 55%, smartsize. Copy and paste onto your canvas. Grab your magic wand tool, tolerance set to 30, feather set to 0. Click inside the empty space of the frame. Go to selections > modify > expand by 5.00. Open up a paper from the kit. Resize by 70%, smartsize. Copy and paste onto your canvas. Go to selections > invert. Hit delete on your keyboard. Deselect (CTRL+D) Drag the paper layer beneath your frame layer.
Open up a polka dot flower of choice. ( I used polka dot flower 19) Resize by 30%, smartsize. Copy and paste onto your canvas. Position it in the middle of the paper. Give it a drop shadow of H and V 0, Opacity 65, Blur 7.00.
Open up your tube. Resize as necessary, bicubic. Copy and paste onto your canvas. Give your tube a drop shadow of H 7, V -3, Opacity 55, Blur 7.00. Position your tube to your on the frame. Duplicate your tube. Drag the bottom tube layer beneath your frame layer. Grab your eraser tool, size 40, opacity 100. Highlight your top tube layer. Erase parts of the tube so it looks as if it is intertwined with the frame. (see my tag for reference)
Open up a ribbon bow of choice. Resize by 25%, smartsize. Copy and paste onto your canvas. Give it a drop shadow of H and V 0, Opacity 55, Blur 5.00. Position to your liking. Grab your magic wand tool, same settings as before. Highlight your frame. Click inside the empty space of your frame. Go to selections > modify > expand by 1.00. Hit delete. Deselect.
Highlight your frame layer and give it a drop shadow of H and V 0, Opacity 70, Blur 7.00.
Open up a bow from the kit. Resize by 15%, smartsize. Copy and paste onto your canvas. Give it a drop shadow of H -2, V 0, Opacity 50, Blur 3.00. Duplicate the bow. Position them to your liking on the frame.
Open up a circle shape from the kit. ( I used circle shape 17 ) Highlight your white background. Copy and paste onto your canvas. Give it a drop shadow of H 2, V -2, Opacity 70, Blur 3.00.
Open up a butterfly from the kit. Resize by 15%, smartsize. Copy and paste onto your canvas. Give it a drop shadow of H 2, V 0, Opacity 60, Blur 2.00. Duplicate the butterfly 3 times for a total of 4. Mirror 2 of them. Position to your liking on the circle shape.
Open up a double dotted flower from the kit. Resize by 25%, smartsize. Copy and paste onto your canvas. Give it a drop shadow of H -2, V 0, Opacity 65, Blur 2.00. Duplicate the flower 2 times for a total of 3. Mirror one of the flowers. Position to your liking on the circle shape.
Open up a spotted flower from the kit. Highlight your white background. Copy and paste onto your canvas. Give it a drop shadow of H and V 0, Opacity 65, Blur 10.00.
Open up 2 silk spotted flowers from the kit. Resize one by 15%, and the other by 10%, smartsize. Copy and paste them both onto your canvas. Give them a drop shadow of H and V 0, Opacity 60, Blur 4.00. Duplicate the larger one 1 time, and the smaller one 3 times for a total of 4. Position them to your liking.
Open up 3 single circle shapes. Resize them by 15, 17 and 20%, smartsize. Copy and paste them onto your canvas. Give the all drop shadows of H 2, V 0, Opacity 65, Blur 3.00. Duplicate each one, 1 time each. Position them to your liking.
Add any other embellishments of your choosing.
Hide your white background. Merge your visible layers together. Resize your merged layer by 95%, smartsize.
Highlight your white background. Open up a paper from the kit. Copy and paste as a new layer onto your canvas. Apply Vix Mask 109 with the following settings:
Source Luminance
Fit to Canvas
Hide all Mask
Delete the mask from your layer palette. Answer yes and merge the group. Resize the mask by 90%, smartsize. Lower the opacity of the mask to 45, and change the blend mode to Dissolve.
Crop and resize to your liking.
Add your copyright info, watermark and your text.
Save as PNG of JPG.
