This tutorial was written by me on 2 March 2009.  Any similarities to other tutorials is purely coincidental.
 
Supplies Needed:
 
Tube of choice.  I am using the fantastical artwork of Selena Fenech.  I bought this tube when CILM was still open.  I don't know of any place she currently sells her tubes, so just use that you like instead.
 
Scrapkit.  I am using the gorgeous scrap Welcome Spring by Scraps with Attitude.  If you wish to purchase this kit, you can here.  Thank you, Missy!

Ok!  Let's get started!  Open up my template.  Duplicate by holding down shift + d.  Close the original.  Delete the credit info layer.
 
Highlight the swirls layer.  Go to selections > select all.  Selections > float.  Selections > defloat.  Open up a paper from the kit.  Resize by 80%, smartsize.  Copy and paste onto your canvas.  Go to selections > invert.  Hit delete on your keyboard.  Deselect (CTRL+D).  Give the layer a drop shadow of H 1, V 2, Opacity 80, Blur 1.00.  Delete the black swirls layer.
 
Highlight the shape fill layer.  Select, float and defloat.  Open up a paper from the kit.  Resize by 70%, smartsize.  Copy and paste onto your canvas.  Selections > invert.  Hit delete on your keyboard.  Don't deselect yet.
 
Open up a ruffle of choice from the kit.  Resize by 65%, smartsize.  Go to image > free rotate.  Rotate left by 90.00.  Copy and paste onto your canvas.  Position in the center of the shape fill layer.  Hit delete.  Deselect.  Give the ruffle a drop shadow of H -1, V 2, Opacity 35, Blur 2.00.  Duplicate the ruffle.  Go to image > mirror.  Position next to each other.  (see my tag for reference)  Delete the gray shape fill layer.
 
Highlight the shape layer.  Select, float and defloat.  Open up a paper from the kit.  Resize by 70%, smartsize.  Copy and paste onto your canvas.  Selections > invert.  Hit delete on your keyboard and deselect.  Apply Gradient Glow (using a color of choice) with the following settings:

Repeat 2 more times.  Give the layer a drop shadow of H and V 0, Opacity 70, Blur 3.00.  Delete the gray shape layer.
 
Highlight the petal 1 fill layer.  Select, float and defloat.  Open up green paper of choice from the kit.  Resize by 70%, smartsize.  Copy and paste onto your canvas.  Selections > invert.  Hit delete and deselect.  Delete the gray petal 1 fill layer.
 
Highlight the petal 2 fill layer and repeat the same steps.
 
Highlight the petal 1 layer.  Select, float and defloat.  Add a new raster layer.  Select a color that is darker than your petal fill paper.  Floodfill the new layer with the color.  Deselect.  Apply an inner bevel with the following settings:

Give the layer a drop shadow of H1, V 0, Opacity 65, Blur 1.00.  Delete the gray petal layer.
 
Highlight the petal 2 layer and repeat the same steps.
 
Highlight the outer flower fill layer.  Select, float and defloat.  Open up a paper from the kit.  Resize by 70%, smartsize.  Copy and paste onto your canvas.  Hit delete.  Deselect.  Delete the black outer flower fill layer.
 
Highlight the inner flower fill layer.  Select, float and defloat.  Open up a paper from the kit.  Resize, 70%, smartsize.  Copy and paste onto your canvas.  Selections > invert.  Hit delete and deselect.  Delete the gray inner flower fill layer.
 
Highlight the flower layer.  Select, float and defloat.  Open up a paper from the kit.  Resize by 70%, smartsize.  Copy and paste onto your canvas.  Selections > invert.  Hit delete and deselect.  Apply Gradient Glow (using a different color) with the same settings as before.  Repeat 2 more times.  Give the layer a drop shadow of H and V 0, Opacity 70, Blur 3.00.  Delete the gray flower layer.
 
Open up Glass Button.  Colorize the inner part to your liking.  Do the same with the ring.  Copy merged.  Paste as a new layer onto your canvas.  Position in the center of the flower.  Give it a drop shadow of H and V 0, Opacity 25, Blur 4.00:

Open up a bow from the kit.  Resize by 15%, smartsize.  Copy and paste onto your canvas.  Give it a drop shadow of H and V 0, Opacity 65, Blur 4.00.  Duplicate the bow.  Go to image > mirror.  Position on at the top of the shape and one at the bottom.  (see my tag for reference)
 
Open up a button bow from the kit.  Resize, 15%, smartsize.  Copy and paste onto your canvas.  Give it a drop shadow of H 1, V 0, Opacity 35, Blur 2.00.  Duplicate.  Go to image > mirror.  Position on both sides of the shape.
 
Open up a butterfly from the kit.  Resize by 10%, smartsize.  Copy and paste onto your canvas.  Give it a drop shadow of H and V 0, Opacity 60, Blur 3.00.  Duplicate.  Go to image > mirror.  Duplicate the original and the mirrored butterfly one time each for a total of 4.  Position as in my tag above.
 
Open up a flower of choice.  Resize by 15%, smartsize.  Copy and paste onto your canvas.  Apply Gradient Glow with a color of choice, same settings as before. Repeat 2 more times.  Give it a drop shadow of H and V 0, Opacity 60, Blur 4.00.  Duplicate the flower.  Go to image > mirror.  Duplicate the original flower and the mirrored flower 1 time each for a total of 4.  Position as in my tag above.  Drag the flowers to right above your white background layer.
 
 
Open up a doodle of choice.  Resize by 15%, smartsize.  Copy and paste onto your canvas.  Give it a drop shadow of H and V 1, Opacity 40, Blur 1.00.  Duplicate.  Go to image > mirror.  Position as in my tag above.
 
Add any other embellishments of your choosing.
 
Hide your white background and merge your visible layers.
 
Highlight your white background.  Open up a paper from the kit.  Resize by 90%, smartsize.  Copy and paste onto your canvas.  Apply the mask with the following settings:
 
Source Luminance
 
Fit to Canvas
 
Hide all mask
 
Delete the mask, answer yes and merge the group.  Duplicate the mask.
 
Highlight your top layer.  Open up your tube.  Resize as necessary, bicubic.  Copy and paste onto your canvas.  Apply Xero Porcelain with the following settings:

Go to adjust > sharpness > unsharp mask.  Apply with the following settings:
 
Radius - 5
 
Strength - 25
 
Clipping - 1
 
Position your tube to your liking.
 
Duplicate your tube.  On your bottom tube, apply Eyecandy Perspective Shadow with the following settings:

Grab your freehand selection tool, type point to point, feather set at 25.  Select around the tube.  Hit delete 3 times.  You should now only have the reflection.  Apply Eyecandy Nature Ripples with the following settings:

Open up the water.  Copy and paste onto your canvas.  Position so that the tube reflection is in the center of the "water".  Merge the water and tube reflection layers together.  Drag to right above your white background.  Position to your liking.
 
Highlight your tube layer.  Give it a light drop shadow.
 
Crop and resize to your liking.
 
Add your copyright info, watermark and your text.  If you are not animating, save as JPG or PNG.
 
If you are animating, highlight your tube layer.  Grab your freehand selection tool, type point to point, feather set at 0.00.  Select around the area of the tube you would like to add texture noise to.  Apply texture noise with the following settings:

Deselect.  Highlight your water layer.  Apply Texture Noise, same settings.  Copy merged.  Open up Animation Shop.  Paste as a new animation in AS.
 
Back to Paint Shop Pro.  Go to edit > undo texture noise.  Edit > undo layer selection.  Edit > undo select none.  Edit > undo texture noise.  Apply texture noise again, but this time hit the random seed button.  Deselect.  Highlight your water layer and apply texture noise.  Copy merged.  Paste after your current frame in AS.
 
Repeat the above steps 3 more times for a total of 5 frames.
 
In AS, select all frames (CTRL+A).  Change the frame properties to 20.
 
Optimize and save as gif.
