This tutorial was written by me on 6 August 2009. Any similarities to other tutorials is purely coincidental.
Supplies Needed:
Tube of choice. I am using the gorgeous artwork of Jessica Dougherty. I purchased this tube with CILM when they were open. If you would like to purchase her artwork now, you can at CDO.

Font of choice. I used Alex Brush (pay font).
Plugins:
Eyecandy 4000 - Gradient Glow
Eyecandy 5 Nature - Ripples
Animation Shop (opt)

Ok! Let's get started! Open up a new transparent image 800 x 650. Floodfill with white.
Change your background color to dark gray and your foreground to null. Grab your preset shape tool, ellipse, circle. Draw out a large circle. Go to objects > align > center in canvas. Convert to a raster layer. Go to selections > select all. Selections > float. Selections > defloat. Add a new raster layer. Go to your materials palette and change your foreground colot #78aace and your background color to #9a89bf. Click on your background color and make a gradient, style - linear, angle 45, repeats 3. Floodfill your new layer with your gradient. Don't deselect yet.
Add a new raster layer. Open up background 9 from the kit. Resize by 50%, smartsize. Copy. Highlight your working image, and paste into selection. Deselect. Duplicate the background. Change the blend mode of the bottom paper to overlay and the top to multiply. Delete the gray circle. Highlight your gradient circle and apply Eyecandy Gradient Glow with the following settings:
Give the gradient circle a drop shadow of H and V 0, Opacity 80, Blur 10.00. Hide your white background and merge your visible layers together.
Highlight your white background layer. Open up blossom flower 1. Resize by 40%, smartsize. Copy and paste as a new layer onto your canvas. Apply Mura Mesiter Copies with the following setings:
Center the encircle flowers behind your circle. Give it a drop shadow of H and V 0, Opacity 75, Blur 10.00.
Highlight your top layer. Open up the bow from the kit. Resize by 35%, smartsize. Copy and paste as a new layer onto your canvas. Give it a drop shadow of H and V -2, Opacity 60, Blur 4.00. Position the bow at the top of your circle.
Open up the tropical flowers from the kit. Resize by 35%, smartsize. Copy and paste as a new layer onto your canvas. Give it a drop shadow of H 3, V -2, Opacity 65, Blur 5.00. Position it on the right side of the circle. Duplicate. Go to image > mirror.
Open up Lily 2 from the kit. Resize by 20%, smartsize. Copy and paste as a new layer onto your canvas. Give it a drop shadow of H and V 0, Opacity 65, Blur 5.00. Position the lily between the bow and the right tropical flowers. (see my tag for reference) Duplicate. Go to image > mirror.
Open up the fence from the kit. Resize by 70%, smartsize. Copy and paste as a new layer onto your canvas. Give it a drop shadow of H -2, V -2, Opacity 70, Blur 4.00. Position the fence at the bottom of the circle.
Open up barrel 1 fromt he kit. Resize by 35%, smartsize. Copy and paste as a new layer onto your canvas. Give it a drop shadow of H -4, V -3, Opacity 65, Blur 8.00. Position the barrel at the left end of the fence. Duplicate. Go to image > mirror.
Open up barrel 2 from the kit. Resize by 65%, smartsize. Copy and paste as a new layer onto your canvas. Give it a drop shadow of H and V 0, Opacity 65, Blur 10.00. Position in front of the left barrel.
Open up Cattails 1 from the kit. Resize by 65%, smartsize. Copy and paste as a new layer onto your canvas. Give it a drop shadow of H -2, V -1, Opaciyt 60, Blur 4.00. Position behind the left barrel. Duplicate. Go to image > mirror. (see my tag for reference)
Open up starfish 2 from the kit. Copy and paste as a new layer onto your canvas. Give it a drop shadow of H 0, V 2, Opacity 65, Blur 8.00. Position as in my tag above.
Open up coconut 1 from the kit. Resize by 45%, smartsize. Copy and paste as a new layer onto your canvas. Give it a drop shadow of H and V 0, Opacity 65, Blur 7.00. Position it in front of the right barrel.
Add any other embellishments of your choosing.
Open up your tube. Resize, as necessary, bicubic. Copy and paste as a new layer onto your canvas. Give it a drop shadow of H 7, V -4, opacity 70, Blur 12.00. Arrange the tube to your liking.
Highlight your white background layer. Open up paper 13 from the kit. Copy and paste as a new layer onto your canvas. Apply MC - Mask 53 with the following settings:
Source Luminance
Fit to Canvas
Hide all Mask
Delete the mask, answer yes and merge the group. Resize the mask by 65%, smartsize. Duplicate. Go to image > mirror. Arrange the masks as in my tag above. Merge the 2 mask layers together.
Crop and resize to your liking. Add your copyright info, watermark and your text.
If you are not animating, save as JPG or PNG.
If you are animating, highlight your merged mask layer. Apply Eyecandy 5 Nature - Ripples with the following settings:
Click on the Lighting tab and apply these settings:
Copy merged. Open up Animation Shop. Paste as a new animation in AS.
Back to PSP. Go to edit > undo ripples. Apply Ripples again, but hit the random seed button. Copy merged and paste after your current frame in AS.
Repeat the above steps 2 more times for a total of 4 frames.
In Animation Shop, select all frames (CTRL+A). Change the frame properties to 20.
Optimize and save as gif.
