This tutorial was written by me on 1 July 2009. Any simalrities to other tutorials is purely coincidental.
Supplies Needed:
Tube and close up of choice. I am using the awesome artwork of Ismael Rac. This tube and close up was purchased at MPT. If you would like to purchase his artwork now, you can here.
Scrapkit. I used America the Beautiful Mega Kit by Tootsie Creationz. If you would like to purchase this HUGE kit, you can here. Thank you, Tootsie!!

Ok! Let's get started! Open up my template. Duplicate by holding down shift + d. Close the original. Delete the credit info layer.
Highlight the circle of stars layer 1. Go to selections > select all. Selections > float. Selections > defloat. Add a new raster layer. Floodfill the new layer with the color white. Deselect. (CTRL + D) Give the layer a drop shadow of H and V 0, Opacity 75, Blur 4.00. Delete the dark gray circle of stars 1 layer.
Highlight the circle of stars 2 layer. Repeat the same steps that you did with the circle of stars 1 layer. Merge your 2 white circle of stars layers together.
Highlight the dotted circles stars 1 layer. Select, float and defloat. Open up paper 32 from the kit. Resize by 60%, smartsize. Copy and paste as a new layer onto your canvas. Position to your liking within the selection. Go to selections > invert. Hit delete on your keyboard. Deselect. Give the layer a drop shadow of H and V 1, Opacity 75, Blur 2.00. Delete the gray dotted circle 1 layer.
Highlight the dotted circle 2 layer. Sleect, float and defloat. Copy and paste paper 32, (it should still beo n your clipboard) as a new layer onto your canvas. Position to your liking within the selection. Selections > invert. Hit delete and deselect. Give the layer a drop shadow of H and V -1, Opacity 75, Blur 2.00. Delete the gray dotted circle 2 layer.
Highlight square 1 layer. Select, float and defloat. Open up paper 33 from the kit. Resize by 60%, smartsize. Copy and paste as a new layer onto your canvas. Position to your liking within the selection. Selections > invert. Hit delete and deselect. Give the layer a drop shadow of H -5, V 5, Opacity 70, Blur 10.00. Delete the black square 1 layer.
Open up bow 5 from the kit. Resize by 42%, smartsize. Copy and paste as a new layer onto your canvas. Give it a drop shadow of H and V 0, Opacity 60, Blur 7.00. Position the bow at the top of the paper square 1 layer.
Highlight the square 2 layer. Select, float and defloat. Open up paper 31 from the kit. Resize by 60%, smartsize. Copy and paste as a new layer onto your canvas. Position to your liking within the selection. Selections > invert. Hit delete on your keyboard and deselect. Give the layer a drops hadow of H 5, V -5, Opacity 70, Blur 10.00. Delete the black square 2 layer.
Open up bow 6 from the kit. Resize by 42%, smartsize. Copy and paste as a new layer onto your canvas. Give it a drop shadow of h and V 0, Opacity 60, Blur 7.00. Go to image > mirror. Position it at the top of the paper square 2 layer.
Highlight the stripes layer. Select, float and defloat. Add a new raster layer. Open up Flag 1 from the kit. Resize by 80%, smartsize. Copy. Highlight your new raster layer and paste into selection. Deselect. Give the layer a drop shadow of H and V 0, Opacity 80, Blur 12.00. Delete the gray stripes layer.
Highlight the double stars layer. Select, float and defloat. Open up paper 40 from the kit. Resize by 70%, smartsize. Copy and paste as a new layer onto your canvas. Selections > invert. Hit delete. Don't deselect yet!
Open up USA red string 2 from the kit. Resize by 58%, smartsize. Copy and paste as a new layer onto your canvas. Position it towards the top of the double stars. Grab your eraser tool, size 25, opacity 100. Carefully erase the ends of the string that are hanging over the double stars. Deselect. Give the USA string a drop shadow of H and V 0, Oapcity 60, Blur 5.00. Highlight the paper double stars layer and give it a drop shadow of H and V 0, Opacity 75, Blur 11.00. Delete the gray double stars layer.
Highlight the stars frame fill layer. Select, float and defloat. Add a new raster layer. Floodfill the new layer with a red that matches your tube or tag. Don't deselect yet.
Open up your close up. Mirror it. Resize as necessary, bicubic, to fit within the selection. Copy and paste as a new layer onto your canvas. Position to your liking within the selection. Go to selections > invert. Hit delete. Deselect. Delete the gray star frame fill layer.
Highlight the star frame layer. Leave white if you wish or add a color. Give the layer a drop shadow of H and V 0, Opacity 75, Blur 6.00.
Open up a butterfly pendant from the kit. Resize by 25%, smartsize. Copy and paste as a new layer onto your canvas. Give it a drop shadow of H 3, V -2, Opacity 65, Blur 5.00. Duplicate. Go to image > mirror. Position them to your liking or see my tag for reference.
Open up a butterfly border from the kit. Resize by 70%, smartsize (all layers ticked) Copy merged and paste as a new layer onto your canvas. Give it a drop shadow of H 0, V 2, Opacity 65, Blur 6.00. Position at the bottom of your tag.
Open up your tube. Resize as necessary, bicubic. Copy and paste as a new layer onto your canvas. Give the tube a drop shadow of H -10, V -5, Opacity 40, Blur 11.00. Now give it a drops hadow of H 5, V 6, Opacity 40, BLur 8.00. Position the tube to your liking.
Add any other embellishments of your choosing.
Highlight your white background. Add a new raster layer. Floodfill your new layer with a blue that matches your tube or tag. Apply Vix Mask 49 with the following settings:

Fit to Layer
Hide all Mask
Delete the mask from your layer palette. Answer yes to the pop up box and merge the group. Resize the mask layer by 50%, smartsize. Duplicate. Go to image > mirror. Position one mask layer at the top left of your canvas and the other at the bottom right.
Add another new raster layer. Floodfill this layer with a red that matches your tag or tube. Apply Vix Mask 49, same settings as before. Resize the red mask layer by 40%, smartsize. Duplicate. Go to image > mirror. Position one red mask layer at the top right of your tag and the other at the bottom left. Merge all 4 mask layers together. Give the top layer a drop shadow of H 2, V -2, Opacity 65, Blur 3.00. Duplicate. On the bottom layer, go to adjust > blur > gaussian blur. Apply with a radius of 15. On the blurred layer apply DSB Flux Blast with the following settings:
Now apply Blast again, but change the direction to Left.
Crop and resize to your liking.
Add your copyright info, watermark and your text. If you are not animating, save as JPG or PNG.
If you are animating, highlight your merged circle of stars layer. Apply DSB Flux Bright Noise with the following settings:
Highlight the merged mask layer. Apply Bright Noise same settings. Copy merged. Open up Animation Shop and paste as a new animation in AS.
Back in Paint Shop Pro. Go to edit > undo bright noise. Edit > undo layer selection. Edit > undo bright noise. Apply bright noise, same settings, but click on the Mix button 2x, to the merged mask layer. Highlight the merged circle of stars layer and do the same. Copy merged. Paste after your current frame in Animation Shop.
Repeat the above steps 2 more times for a total of 4 frames.
In Animation Shop, optimize and save as gif.
